More and more entrepreneurs are paying attention to the societal and ecological effects and value of their work. This applies not only to the vanguard that explicitly labels itself as a social enterprise or impact entrepreneur and prioritizes positive societal impact over profit objectives. Within the broader SME sector, too, it is increasingly becoming a matter of course for entrepreneurs that the company pursues a positive social, green, or cultural impact. In doing so, entrepreneurs make a direct contribution to broad prosperity and thereby strengthen well-being and quality of life in regions in the long term. However, impact entrepreneurship is different in many respects from entrepreneurship as we are used to it. As a result, impact entrepreneurs regularly encounter hurdles and obstacles. In legislation and regulations, in policy, regarding financing or procurement. All areas where the government has a major influence.
Perhaps you are also confronted with this in your civil service or administrative role, and you wonder how the government can support impact entrepreneurship and help build a strong ecosystem, but also how you can collaborate with these entrepreneurs. If so, you are cordially invited to participate in this masterclass!
What is the masterclass about?
In this masterclass, we start at the basics (what is impact entrepreneurship?) and then zoom in on the question of what the government can do to stimulate and strengthen impact entrepreneurship. We work from an ecosystem approach, because strengthening this is not a matter for the government alone. Regions where impact enterprises can successfully start and grow are regions where all kinds of public and private stakeholders work together.
The masterclass consists of various sessions, in which knowledge transfer is alternated with discussions and short assignments. Here is what you can expect:
- Introduction to impact entrepreneurship and related forms such as community-based entrepreneurship (like cooperatives)
- Experiences with ecosystem strengthening in Brabant and elsewhere in the Netherlands
- Measuring and gaining insight into impact
- Tools to actively involve stakeholders in collaboration and policy and strategic approaches to strengthen the ecosystem
The masterclass is delivered by experienced researchers from Utrecht University, Erasmus University, TU Eindhoven, and various universities of applied sciences. In addition, professionals from the Municipality of Amsterdam, Social Enterprise NL, and Starters, among others, will contribute.

The masterclass is intended for civil servants and administrators who deal directly or indirectly with impact entrepreneurship in their roles. No prior knowledge is required.
